A new Maestro software to manage a neighbourhood of energy devices

We've heard of energy management systems for the smart home, but what about the smart neighbourhood.

Could a predictive, intelligent software consistently make the best decisions, 24/7, on when to store, buy or sell energy across an entire neighbourhood of boilers, , batteries, solar panels, electric vehicle charging stations, wind turbines, power-to-gas facilities, thermal storage tanks, and more, so as to deliver the cheapest energy costs possible?

The Swiss Center for Electronics and Microtechnology - CSEM - thinks so and they are hoping to install their software in a new neighbourhood being built in Zurich.
